It's enough.
I use these steps :
1. Year 1 on every league just withstand from relegation
2. Take over the best rating team available on take over option, it should need 8-10 year to reach premier league.
3. Look for the best manager available, coach and transfer rating are higher than the best plater in your team.
4. With good transfer rating, your manager can get free/cheap player with excelent talent skill
5. Sometimes you'll find young player with high contract request, you should give longest period contract possible to him, he will become superstar in the future, with reasonable contract value due to long period of contract
6. Don't worry to sell superstar player if the contract already very high, you know from no. 5 which player will become your next superstar. I usually sell superstar when get offering 80-110M.
7. When my money reach 1453.xx M, equal to mod, it's time to take over another team.

In 2060, i already takeover liverpool, arsenal, totenham, man u and man city.
So the money are enough depend on your strategy as chairman

You cant change the players or the formation because your the chairman
