This fact was discovered by data miners from a leak of Rockstar materials in 2023.

TimeExtension spoke with a former Rockstar employee, who said that the 2004 game hit GTA: San Andreas was planned as GTA: Tokyo. But this idea had to be abandoned.

The development team decided that recreating the virtual capital of Japan, Tokyo, would be beyond their capabilities. To implement the plan, they would have to send an entire team to the "Land of the Rising Sun" to draw up a map of the capital and find references and Easter eggs that would emphasize Japanese culture. All this would have been very expensive, so a decision was made to further develop the cities already present in previous parts of GTA.

If Grand Theft Auto: Tokyo had been released in its time, the game would have been available on PlayStation 2.
