We are talking about the San Andreas Mercenaries update, which was released in June. In it, the protagonist had to fight with the private military company "Merryweather". Along with the update, the terminal for The Mammoth Avenger aircraft became available for use by players.
The video also mentions a new weapon for the base and the option of installing a rocket pack in it, which allows you to quickly parachute and go on missions. The Mammoth Avenger first appeared in the in-game market in 2017 after the release of the Doomsday update.
